Todd is the principal owner of TU Consulting LLC.  For 25 years, he served in trusted staff leadership roles in the Northwest and in Washington, DC, including, most recently, as policy analyst for Idaho's two Governor-appointed Members of the Northwest Power and Conservation Council. 

 

Todd service includes majority deputy staff director and senior counsel under two Chairmen of the U.S. House Committee on Natural Resources (Chairman Rob Bishop (UT) and Chairman Doc Hastings (WA)), and Counsel to the Ranking Member of the U.S. House Ethics Committee, where he held a top secret security clearance.  

 

He also was senior advisor to the Northwest Region National Oceanic and Atmospheric Administration (NOAA) during the Bush Administration, legislative director to C.L. "Butch" Otter in the U.S. House of Representatives and legislative assistant to U.S. Senator Slade Gorton.

He has knowledge and experience with: the Endangered Species Act, National Environmental Policy Act, Bureau of Land Management and federal forest management, federal land designations, federal hydropower, grassroots relationships with regional agricultural associations, utilities, ports, rural stakeholder groups, water rights, private property rights, oil & gas, federal interior, energy & environment appropriations, Native American resource issues, congressional testimony, comments to federal regulations, government ethics, campaign & financial disclosures.

Todd is currently a contract consultant for the Family Farm Alliance and the Idaho Office of the Northwest Power and Conservation Council.
